Zeng Shaojun, Vice President and Secretary-General of the All-China Federation of Industry and Commerce New Energy Chamber of Commerce and Executive Director of the China New Energy Industry Research Institute, believes that during the "13th Five-Year Plan" period, China's renewable energy scale continued to grow rapidly, and the proportion of renewable energy consumption has steadily increased, entering a new stage of high-proportion incremental substitution and regional stock substitution.
"From 2020 to 2025, China's renewable energy will basically achieve grid parity, and renewable energy will become the main energy increment in most regions." Zeng Shaojun said.
The All-China Federation of Industry and Commerce New Energy Chamber of Commerce launched the "Research on Several Major Issues of China's "14th Five-Year Plan" New Energy Development" report in July 2019. The report points out that accelerating the development of wind power in a centralized and decentralized manner, promoting the comprehensive and diversified development of solar energy, promoting the large-scale development of biomass, promoting the industrialization of geothermal energy, building a multi-energy complementary smart energy system, and upgrading the supporting comprehensive pipeline infrastructure will become the main tasks of China's new energy development during the "14th Five-Year Plan" period.
At the same time, the "14th Five-Year Plan" period is a critical period for China's energy transformation and reform. It should combine energy transformation and power system reform to innovate the development model of renewable energy power, give full play to the decisive role of the market in resource allocation, and establish a number of comprehensive energy services and industrial integration demonstration projects based on enterprise model innovation; better play the role of government macro-control, improve the renewable energy industry system, and strive to promote industrial quality change, efficiency change, and power change, improve total factor productivity, and enhance the core competitiveness of the industry.
The report proposes that China should strengthen cooperation, fully grasp the new changes and trends in energy cooperation, carry out more active energy cooperation, and build a global industrial chain cooperation system. "In general, the development of renewable energy is a strategic issue. It can not only serve as an important measure to address climate change, stimulate the economy and solve employment problems, but also can be used through people-to-people diplomacy, especially through exchanges and cooperation among industry associations, to jointly explore solutions to some major issues, which will play a positive role in further consolidating consensus between China and the United States and compensating for frictions caused by differences in understanding of issues."
